Independent workforce & technology advisoryShon@be-pa.net

People. Technology. Performance.

From technology decisions to workforce readiness.

Selecting a platform is only the beginning. BE-PA helps organizations evaluate workforce technology, design meaningful pilots and plan for adoption in day-to-day operations.

A business decision.
A people-first implementation.

We bring an operational perspective to learning and workforce technology: who needs it, how it will be used, and what it will take to make it work across the organization.

Advisory services

Practical support, from the first
question to the next decision.

Engage BE-PA for a focused evaluation, a pilot or a broader implementation roadmap. Scope starts with the decision you need to make.

01 / EVALUATE

Technology strategy
& selection

Build a clear view of what the organization needs before comparing what the market offers.

  • Stakeholder needs and current workflow mapping
  • Use cases, requirements and evaluation criteria
  • Structured vendor demonstrations and hands-on assessment
  • Cost, integration and implementation tradeoffs
What you take awayA requirements brief, comparison scorecard and recommendation with assumptions and tradeoffs made explicit.
02 / VALIDATE

Learning &
simulation pilots

Find out whether an experience works for the intended audience before expanding its use.

  • Pilot objectives and participant profiles
  • Role-based scenarios and practice activities
  • Learner, manager and administrator testing
  • Feedback, success measures and decision criteria
What you take awayA pilot design, scenario library outline and findings framework to support a scale, revise or stop decision.
03 / ENABLE

Implementation
& adoption planning

Turn a platform choice into a workable plan for the people responsible for making it succeed.

  • Ownership, governance and operating responsibilities
  • Content readiness and integration dependencies
  • Manager enablement and communication planning
  • Phased rollout and adoption measurement
What you take awayA sequenced roadmap with responsibilities, dependencies and checkpoints for adoption and ongoing operation.

Focus areas

Technology in the context
of the work.

Our focus sits at the intersection of workforce development, operational performance and technology adoption.

01

Learning platforms & onboarding

Learning management, role-based pathways and content delivery. We examine how people find the right learning, how managers follow progress and how administrators maintain the experience.

Key considerations: access, learning assignments, content workflows and reporting.

02

Simulation & AI-enabled practice

Conversation practice, scenario-based training and guided feedback. We assess whether activities reflect the role and whether the feedback is useful enough to support improvement.

Key considerations: scenario control, feedback quality, repeatability and facilitator oversight.

03

Manager & customer-facing capability

Coaching conversations, service interactions and frontline readiness. We help define practice needs and connect learning activities to the situations people encounter at work.

Key considerations: role relevance, coaching support and transfer into daily work.

04

Workflow & digital adoption

Knowledge access, performance support and the introduction of new tools. We look at the surrounding process as well as the product, including where handoffs and friction can slow adoption.

Key considerations: usability, workflow fit, ownership and change readiness.

Our evaluation lens

A strong demonstration is a starting point.

The more useful question is how a platform behaves within your operating environment. We organize evaluations around the experience of the people using, managing and maintaining it.

From a small pilot to a distributed workforce, scale changes the requirements—not just the license count.

Learner experience

Ease of access, clarity, role relevance, accessibility needs and useful feedback.

Administration & scale

User provisioning, permissions, group structures, content maintenance and support effort.

Technology fit

Identity, integrations, data flows and questions for the organization's IT and security teams.

Evidence & reporting

What can be measured, what can be exported and what the results actually tell a decision-maker.

Commercial practicality

Licensing assumptions, implementation effort, ongoing ownership and expansion costs.

Our approach

A clear process.
Useful decisions along the way.

The scope can be narrow or comprehensive. The discipline stays the same: define, evaluate, validate and plan.

01

Frame the need

Clarify the workforce challenge, stakeholder priorities, constraints and intended outcomes. Identify what a decision must account for.

Decision point: what are we solving, and for whom?

02

Evaluate the options

Compare candidates against agreed criteria. Use consistent tasks and questions to surface differences that polished demonstrations can obscure.

Decision point: which options merit a closer look?

03

Validate in practice

Test priority scenarios with a defined audience. Gather observations and feedback, and document limits as well as strengths.

Decision point: is the evidence strong enough to proceed?

04

Prepare the rollout

Set out ownership, dependencies, communication and measurement. Sequence the work around the organization's capacity to adopt it.

Decision point: what must be in place for the next phase?

Ways to engage

Start with the decision
in front of you.

Engagements are scoped around your starting point, available access and required outputs.

About BE-PA

Independent advice.
Close to the work.

BE-PA is an independent advisory practice focused on workforce development and technology adoption. We work at the point where an operational need becomes a technology decision—and where that decision needs a practical implementation plan.

Our model is focused and project-based. Engagements are defined by the needs of the organization adopting the technology, whether the immediate question concerns a pilot group, a particular role or a wider workforce.

We work with learning, operations and technology stakeholders to connect the product evaluation to the people and processes around it.

Business needs before feature lists

A useful evaluation starts with the work people need to do and the constraints the organization needs to manage.

Evidence before assumptions

Separate what has been demonstrated, what has been tested and what still needs to be validated.

Recommendations people can use

Make the tradeoffs clear and the next steps specific, with practical ownership and implementation requirements.

Common questions

A few practical details.

Can we engage BE-PA for an evaluation only?

Yes. An engagement can focus on defining requirements, reviewing a shortlist or assessing a specific product. Pilot design and implementation planning can be scoped separately.

How do you approach larger workforce deployments?

We start with the intended user population, roles and operating structure. The evaluation then considers provisioning, permissions, reporting, content ownership and support—not simply a larger seat count. Pilot assumptions and future deployment scenarios are documented separately.

What access is needed for an assessment?

It depends on the question. A discovery discussion may be enough to define requirements. A product assessment can require demonstrations, documentation or an agreed trial environment. Hands-on access and any data requirements are established with the relevant stakeholders and provider.

Does BE-PA replace our internal implementation team?

BE-PA provides evaluation and planning support alongside the people who own the program. The scope identifies responsibilities for business teams, IT, content owners and vendors, including any configuration or integration work that needs a delivery specialist.
